Dr. Ly Thuch Leads 2024 Mine Action Forum Ahead of Siem Reap-Angkor Summit, Discusses New Action Plan

Geneva, Switzerland, June 21, 2024: On June 18, 2024, in Geneva, Switzerland, Dr. Ly Thuch, President of the 2024 Ottawa Convention, participated in the Victim Assistance Experts Meeting. The meeting also included representatives from Burkina Faso, the Netherlands, Slovenia, and Zambia as part of the Commission on the Rescue of Victims of the Ottawa Convention.

Dr. Ly Thuch emphasized that victim assistance is one of Cambodia’s top priorities, a commitment deeply rooted in its history as a mine-affected country. He commended the efforts of State Parties and stakeholders for focusing on the needs of mine survivors and communities impacted globally and contributing to the Oslo Review and Action Plan. However, he stressed the need for continued expansion of national, regional, and international efforts to empower all mine victims.

Furthermore, Dr. Thuch highlighted the significance of 2024 for the Ottawa Convention, as it gears up for the Siem Reap-Angkor Summit. This event will not only recognize joint achievements but also focus on approving a new action plan and reinforcing commitments to mine clearance and victim empowerment.

He also pointed out that drafting a new action plan requires a pragmatic approach that builds on previous efforts, including insights from the first Global Conference on Victim Assistance held in Phnom Penh in 2023.
